In terms of the modern social science, the social organization can be divided into three parts: government organizations, profitable organizations and non-profitable organizations, which are active in political, economic and social realms respectively. With the increasingly perfecting of the socialist market economy system, the swift growth of NPOs draws the wide attention of all circles in society. The research on NPOs in China began in 1980's. At present, whether theoretical research or practice research need further exploration and perfection. As for the sociological realm, the research on NPOs is thoroughly new and in the stage of growth.Community is a special area consisting of some people with intimate relations and deep belonging sense. NPOs play a more and more important role in the community construction. This paper aims at casting new lights upon community organization system from the perspective of sociology. This thesis analyzes the conflicts and compromise among traditional community organizations, fundamental authority and NPOs, defines NPOs reasonably from the view of theory and practice, comprehends the structure and function precisely and illustrates the development momentum and the principal factors that influence and restrain the development of NPOs. In addition, it probes into the effective ways that social workstations– an innovative means as NPOs localized– works in community construction and development. The study will enhance the levels of awareness to the community NPOs, which is significant for the establishment of scientific and effective policy support system of NPOs and cooperative relations between NPOs and public sector and the strengthening of community social workers. Also, it provides the ongoing reform of urban community governance model with a theoretical basis and countermeasure with reference value.
