The university students'self-regulated learning is the important trend of the educational reform. Along with the network information technology development, the network learning environment constructed for the university students studies independently opened the new way. The university has outstanding, the rich software and hardware technology and the resources, the psychology, the study skill and the network knowledge which the university students have and so on cause the university to develop the network to study independently into possibly. This article unifies the characteristic of the university students'studies, attempts to design the network environment that promotes the university students to carry out the self-regulated learning effectively.This article has conducted the research from following several aspects : In the analysis of the basic meaning and the characteristic of the self-regulated learning foundation , has analyzed the meaning and the characteristic of the self-regulated learning environment based on the network ; And through the analysis of the feasibility to carry on the university students'self-regulated learning based on the network , for providing the support to design the self-regulated learning environment based on the network in view of the university students'characteristic ; The research proposed nine integrant parts of the self-regulated learning environment based on the network , has constructed the model of university students'self-regulated learning environment based on the network ; The model of university students'self-regulated learning environment based on the network , has carried on the analysis to the study process of the university students as behavior main body in self-regulated learning environment based on the network .The article forms several main conclusions:(1) Psychological characteristic, study characteristic, network knowledge and experience and so on all can support the university students to carry out the self-regulated learning based on the network well;(2) The main principles of the design of network self-regulated learning environment: Learners first; Provides the rich resources, the diverse study strategies and tools; To unify the students'control and the teacher'guide; Supports the interaction , to realize effective appraisal and the feedback . (3) The network self-regulated learning environment was constituted of the learner, the scene, the studies resources, the mindtools , the scaffold , the appraisal , the strategies and the study community and so on ;(4) On the basis of nine factors, has constructed the model of university students self-regulated learning environment based on the network.(5) The study mechanism of self-regulated learning environment based on network: The student enters the network self-regulated learning environment, through the self-recognition and the choice of related study contents, the methods and strategies control the learning process to carry out the self-regulated learning effectively.
