At the time of knowledge economy, the development on the idea of lifelong education, and the need of building the learning society have provided fine development opportunity to the adult education, and also have brought forward higher desire for its development. At the background of socialist market economy, it is the priority and difficulty to harmonize and manage adult education at the structural reform of adult education administration in our country.The famous educationalist Kandel had said:"The research on foreign educational scheme, just as a self-criticism and challenge to your educational thought, and also as a clear analysis on the background and basis to homeland educational scheme."For this reason, this thesis hopes to provide salutary lessons to the structural reform of education administration in our country by the cognition of the way in America.The thesis contains five parts:The first part is to introduce the background of decentralized administration in America. It includes: the establishment of decentralized administration of American education and the two reasons. The second part is about the general situation of decentralized administration of American adult education. American education administrative organization ha included federation,state and local. There are there parts in decentralized administration of American adult education: administration of the state and local to adult education, the federation's macro-control, and the unofficial coordination.The third part specially introduces federation's macro-control on adult education. Federation's different attitude to adult education has produced direct effect to American adult education. Federation has effected adult education by the way of legislation and funds, and provided the guarantee and support for the development of adult education.The hope in the forth part is to deepen the theoretical cognition on decentralized administration of American adult education on the basis of the theories of modern education decentralization: the new liberalism and new public management theory.On basis of the relative enlightenment at decentralized administration of American adult education, the final chapter has brought forward there ideas to structure reform of adult education in our country: central government should reinforce macro-control on adult education, local government make an overall management, and society also should participate in the management of adult education.
