Improving the level of university's teachers'information Literacy plays a very important role in realizing the educational information-based strategy of higher academic institutions in our country. The problems of University's teacher's information Literacy is the practical behavior in higher education of education informationization, it concerned about the quality of personnel training of higher education and informationization development quality of the social all trades and professions. Studying and designing the university's teachers'information Literacy and Index System with comprehensive, reasonable and scientific will raise the university's teachers'Information Literacy, and will have highly significant meanings in promoting the university's educational informationization.This paper is on the basis of theoretical research and case study of university's teachers'information literacy, and also analyzes the literacy's connotation and the characteristics of university's teachers'information literacy, then defined the concept and connotation. Then based on case study of the current situation of university's teacher's information literacy, this paper has structured university's teacher's information literacy evaluation index system and standard of a specific university. A specific University's teachers'information literacy evaluation standard is a complicated system of a multi-level and multi-structure, on the whole it has characteristics such as scientific, measurability, quantization, era etc. The entire evaluation standard has stressed the characteristic of university's teachers, it also has general directive significance to educate teachers in the specific university.This article can be divided into five parts. The first part elaborated the background and the present situation of the topic. Centers on the information society to analyze the requirement for university teachers in the information era and puts forward the question in this thesis. It analyzes the development characteristic of the Information Literacy through the definitions of Information Literacy made by the scholars at home and abroad in different periods of time. It has introduced many Information Literacy assessment standards and analyzed the characteristic of the criterion of Information Literacy.The second part is the theoretical foundation of the research. The thesis is based on the information literacy theory. The core of the research is to construct the Information Literacy assessment standard for teachers in a specific university, so take the discussion of the theory of university teacher Information Literacy assessment as the most important part. It should attach importance on the participation of teachers and make sure that the assessment standards are objective and comprehensive on the purpose of the teachers'development.The main body of this thesis is in Part 3 and 4.First determine the object of the research, then choose the research methods: Uses the questionnaire to gain the date of university teacher Information Literacy assessment situation. After the determination of the research methods, designed the questionnaire according to the basic structure of university teacher Information Literacy assessment. After calling back, makes the data statistics, processing, and analysis. Finally summarizes a document to formulate the contribution of the university teacher Information Literacy index system.The fourth part start with the principle of making a specific university's teacher's information literacy index system at first, follow scientific, comprehensive , refining , acceptability , measurability , leading principle, analyzing various kinds of factors included of university's teacher's information literacy conscientiously, gather the index, analyzing and selecting index items repeatedly, have linked degree and made a specific university's teachers'information literacy evaluation index system first draft from the information consciousness and emotion , information technical ability knowledge , three of information processing ability finally. Then designed the system weight questionnaire of the index according to university's teacher's information literacy evaluation index system first draft. Providing questionnaire on the weight of the index system and set the weight of the items of every level by using statistics. The assessment standard in this thesis adopts "excellent, fine, middle, poor " these four judging grades. Through all these, university's teacher's information literacy index system is established finally. This part discusses the reliability and validity in the end. The author considered the process and the procedure of the research carefully to improve the reliability. Also the research ensures the validity from four aspects: First, the research is built on the base of the predecessors'research; Second, the research is set up based on abundant theories; Third, the first-hand statistics and data are taken as materials of the research; Fourth, the elaborate choice to the research teachers ensure the validity of the research.The fifth part concludes the characteristics and the significance of the research. The information literacy assessment standard for the teachers in the university is a complicated system with multi- level. It has the characteristics such as scientific, measurability and modernity. The whole assessment standard stresses the profession characteristics of teachers, and it has some functions on teachers'Information Literacy education such as guidance, diagnosis and encouragement.Establishing the information literacy assessment standard for teachers in a specific university is a great and complicated project. This research is just a grope and an attempt. It's expected to be of some help for the establishment of the national standard. And it's expected that more academies and experts can participate in the research so that the IL standards for teachers in the primary and secondary schools that fits the situation of our country can be established early.
