| In the 21st Century, the race around the world has been focusing on competition about quality of workforce or talent. China is a developing country that is plentiful of human resources but lacks natural resources relatively. So to transform human resource to talent resource in China need to enhance quality of population especially on cultural level. Since educational quality of population significantly influences social and economic development, improvement of the former will accelerate the latter. When the problem of agriculture,villages,farmers ,still impacts China's future, quality of rural population determines creativity of them. However, influenced by historical , environmental and political factors , low level of educational quality of rural population leads to slow development of economy in rural areas. As a result, how to improve educational quality of rural resident and commonly thrive on cities and countryside is a question which must be solved in the progress of continuative and stable growing of Chinese economy.Henan province has the largest population in China, with focus on agriculture where rural population takes 76.8% in whole residents. In Henan the educational quality of rural residents is too low to meet the demand of social and economic development or the demand to comprehensively build'xiaokang'society. Consequently, the main focuses of this thesis are on clear identification of current situation of cultural quality in rural areas in Henan, analysis its impacts on economy, how to develop human resources and convert the pressure of population to advantage of human resources to strengthen talent resources in Henan province.In rural areas, low educational quality and slow development of education is common problem there,leading to poverty. The level of educational quality depends on development of local education. Certain index in terms of education can reflect current situation of education, so this thesis select four indexes----illiterate population, cultural constitution of population, amount of being educated per ten thousand people and average length of being educated. It reveals a great boost of average level of educational quality by the vertical comparison, but the horizontal comparison reflects most illiterate population in rural regions with large gap from urban regions.Reasons for lower educational quality and development of education in rural areas than urban are various. Historically,most residents settled in rural areas so that they could not get more opportunities of education by the oppression of feudal system. Environmentally, in geographical environment or public facilities such as transportation and information communication,there is a huge gap between rural and urban areas. Furthermore,the social security system which distinguishes the social welfare of rural inhabitants from urban ones, limits the improvement of educational quality of rural population in Henan. However, the most serious reason is lagging of education in rural areas, which reflects in five aspects: firstly, the content of education can not meet need of reality; secondly, financial investment for education is not sufficient; thirdly,serious shortage in the supply of teachers can not improve teaching quality education funds can not ensure to maximize profit; lastly,structure of schools is single, content is dull, vocational schools and adult education are nearly in blank of rural areas.The low educational quality of rural population is bound to negatively influence Henan's development. At first, it will weaken progress of civilization. Those without strong knowledge background and skills are lack of competitivity in talent market, because of narrow channel for employment, little space for self-selection and self-promotion. Even though they move in cities, they do not blend in cities. In addition, low quality directly effects on income and consumptive ability. Since education is more developed in urban than in rural areas in result of unequal distribution of education resources, quality of population in urban is higher than rural. Human resources with high quality create higher productivity, as well as political priority and absorbability for high level of talent by quick development of cities. Low income restricts consumptive ability. Further, low cultural quality has impact on adjustment and upgrading for structure of industry. To reduce proportion of the first industry and to convert traditional agriculture to modern agriculture, the precedent condition is a great mount of employees with high quality and skills, not only with labor. As a result, if the educational quality of employees is poor, it will confine the movement of rural labor to the second and third industry. Finally, quality of population will influence concept and behavior of procreation. Those women with higher level of education will hold higher expectation of their children. Moreover, women with high level of education will emphasis self-achievement, rather than family life, and they will spend much more time in participation in society. Thus, in order to create better environment for children's growth, they will prefer pursuing quality of children to amount.Through deeply analysis on the reality of low educational quality of rural residents in Henan and the negative impact on economic development, this thesis finally provides some suggestion: increase talent resource in rural society by education; improve poverty situation by migration and flow of population; promote women in rural economic development; and enhance quality of rural residents by interchange of commodities between urban and rural areas. |
