The All-round Development And Multi-dimensional Supports

The rural orphan is the weakest group and the most difficult group in the society. One of the important tasks of building harmonious society is solving the problem of rural orphans. In this paper, the main purpose of the study is to understand the living conditions and welfare needs of rural orphans at present, to analyze the function and problems of government, orphaned relatives and NGO in current rural orphans' assistant system. In the end put forward a new framework of rural orphans' assistance, which is forward-looking, scientific.This paper contains three main parts:The first part of this paper surveys the overall situation of rural orphans. Survey results showed that: most of the rural orphans are paternal custody and are attended by Grandparents, so in those families aged security problem coexist with children care problem. The rural orphans can dress warmly and eat fill, but have not enough medical care and education insecurity. They are short of spiritual care and developing support.The second part of this paper analyzes the problem of the current rural orphans' assistant system. The responsible bodies to protect rural orphans are government, kinship networks and NGO. Basing on the analysis we found that in the current rural orphans' assistant system government and the third sector positions are absent. Most of the orphans are relying on orphaned relatives' care.Basing on experiences of the west child welfare service, the third part of this paper put forwards building a development-oriented rural orphan's assistant mode which every parts of the society must take part in. In this part we analyzed the based ideas, features of this new model and discussed the responsibilities of government, the extended family and NGO in the new assistant model.The purpose of this new assistant model is to promote rural orphans' all-round development. It emphasizes on stimulating the development potential of orphans and paying more attention to the spiritual support for orphans. Through government, family and NGO take part in the system, we can build a multi- resources supporting network, which will provide rural orphans with effective and comprehensive welfare services. This is the trend of our rural orphans' assistant mode.
