Recently, the problem of mobile children's educational equality has become a focus of public attention; many scholars have carried on the discussion regarding this from the different angle, and have yielded quite many results. But looks over this time research, considers the matter in very narrow scope, theoretically has the thorough research few. The problem of mobile children's educational equality is a quite complex question, needs to carry on the discussion from the different angle. Based on this, with the theory of social exclusion , this paper focuses on the problem of mobile children educational equality , in order to look for the real reasons of mobile children educational equality , and proposed solves of the question corresponding countermeasure. The paper has been divided into five parts:Part 1, to show why I choose this problem, and to articulate the study situation, study meaning, study means, study thinking and the creation of study.Part 2, to discuss the number and developing trend of mobile children. The number of mobile children grows rapidly every year .And, as far as developing trends concerned, there are more and more mobile children flooding into the cities with their parents.Part 3, to point out the main problem of educational equality that the mobile children have to confront with. There are three aspects: the starting point of education, the course of education and the outcome of education.Part 4, to discuss the reason why this problem occurred on the basis of the social exclusion theory. This paper point out the view that institutional exclusion; economical exclusion and cultural exclusion have brought out this problem.Part 5, to come up with some suggestions to deal with this problem .Firstly, to fasten reformation, and then eliminate institutional exclusion gradually. There are two means: one is to fasten the reformation of household registering system, so as to delete disparities of city and country, the other is to value the importance of schools for peasant worker's children, and to increase the support for them. Secondly, to protect peasant worker's working rights so as to eliminate economical exclusion .There are also there aspects: one is to improve their working surrounding and give them institutional rights for mobility; the other is to broaden their channels of working and give them service of working information. Thirdly ,to create harmonious circumstances and eliminate cultural exclusion .There are also two aspects about this :one is to improve cities' public opinion and increase understanding and sympathy ; the other is to promote the opinion of education and set up the view that it is important to educate everyone no matter who they are.
