E-learning is now the new growing point of education and the main development direction of educational technology. However, large amount of learning resources are difficult to be shared and are not used efficiently due to e-learning's diversity of culture and complexity of technology. A lot of research focused on the standardization of e-learning resources to promote the share and reuse of the resources of learning, and to improve the efficiency of e-learning.Currently, most of the standards and specifications are about the content of learning, ignoring the designing of learning activities and learning processes, which makes it difficult to use learning resources effectively. To solve this problem, learning design theory approached the idea that learning design is independent with content. With the appropriate design of learning activities, learning design boosts the effective use of learning resources. Meanwhile the standard designing of learning activities facilitates reuse and share of the design of learning activities.This paper discussed the information model of learning design, the strategy of using learning design, and developed a learning design authoring tool. The major contributions of the paper include:(1) Research of information model of learning design specification and the relations of the three levels of information model.(2) Research of the application of learning design, including how to bind the learning design and the standard learning resources.(3) Designing and developing the learning design authoring tool. The major functions of this tool include designing and validating the learning design XML documents. This tool makes it possible for ordinary teachers to design learning activities easily, and facilitates the share and reuse of learning design.This paper's research can be applied to systems that design and run the learning design. It is meaningful to the research and application of learning design theory.
