Management is an art, of which motivation is the most skillful one. The important duty of manager is to radiate enthusiasm of every employee and their potentials. With the development of psychology in the 20th century, motivation has become a significant study field. It has prolonged history and fruitful research, such as, Need Hierarchy theory, Expectancy theory, Equity theory and Goal-setting theory etc. The issue has been increasingly popular during the courses of interpretation and influence on organizational behavior. The traditional theories have provided the general frame to the practice and research, but unfortunately, the extensive and complex cases enquire us to discover new problems and corresponding methods.The talented management and motivation issues have been focused on in colleges. In addition, quite a few strategies have been adopted. With preceding reformation of personnel distribution system and continuous improving of talents rewarding policy, the salary treatment and welfare of the teaching staff has been improved. However, enthusiasm and vigor haven't been fully motivated. As a result, the phenomenon of brain drain is serious. In responds, the innovations and improvement of motivation, including implementation of the talent-oriented policy that depends upon the staff to run a school, will promote the reform and development of colleges. What's more, it should design new salary system and build up efficient assessing index system suitable to education, position, capacity.On the basis of the study of personnel management in Southwest Jiaotong University, including the practices of talent introduction and personnel distribution system, the thesis is aimed to establish various and diversified motivation system, improve the treatment of teachers in real earnest and classify the teaching staff with graded management. Thus, it will stimulate their potential and enthusiasm to their extremes and enforce the international competitiveness of the university and establish the comprehensive teaching staff which is qualified, organized and energetic. In conclusion, the university will cultivate more excellent talents and make efforts to create a relaxing, harmonious relation and campus, realizing the unity of personal value and college development and achieving the goal of constructing the university into a world known one.
