Needless to say,higher vocational education as an indispensable of part of China's high education system plays an irreplaceable role in the country's modernization drive.Echoing the nation's reform in the personnel system,innovations in personnel system have been carried out in a steady manner throughout higher vocational colleges in China.However,their human resources(HR)management is relatively lagging behind that of undergraduate colleges,because of shortage of hands,multi-tasking,and variable management mechanisms,considerable amount of work concerning data collection,statistics,accounting,publicity,query and etc.is done manually,or at most with the aid of such simple office software as Excel,which is time and energy-consuming,but of low accuracy,thus falling far short of the need to make personnel salary information easy to access and transparent to the staff.At present,there are a great many of HR software management systems in the market,but most of them are mainly designed for enterprises and government agencies or nonvocational institutions,and cannot be put in practical use by those vocational colleges,for their shortcomings of unsuitable functions,single-purpose modules.In view of this,it is essential that a HR and payroll management system be designed specially for higher vocational colleges.The author of this paper investigated the duties and work procedures of 3 positions concerning personnel,payroll and insurance in HR department,in hope of making the system practical and applicable in the setting of Gansu Vocational and Technical College of Communications.The system designed and built in the present project aims at enhancing HR and payroll management of higher vocational institutions with IT.The system employing the object-oriented and structured design,in strict accordance with the norms and standards of software engineering and design focuses on the higher vocational colleges' actual needs of personnel,salary and benefits management in HR.The system,based on the unified modeling language UML,using development tools as Microsoft Visual Basic for Applications and Microsoft Excel database,is an interactive management platform of personnel and payroll information.Based on the use of incremental software,this paper made an analysis of the process where data concerning users' needs or demands were collected,adopted and realized with the example capture technology and tested the demands and business process.The 8 main modules or functions are: system login,basic personnel information,details-of-personnelchanges,payroll,promotion,social security insurance,personal income tax and extra work remuneration.According to the test on the faculty information of Gansu Vocational and Technical College of Communications,the system functions well,with its interface design reasonable,meeting the expected goals.The paper concluded with an objective analysis and comment on the system.
