Personnel Agency System is a new means of personnel management under marketing economy. It is a system that seperates personnel management and personnel employment, breaks the barriers of human resource and the affiliation between work forces and the corporation. Personnel agency system in institutions of higher education is to establish competetive environment, optimalize human resource construction, increase efficiency and to introduce a full range of human resource ppointment, to switch from personnel management to position management, from designed plan to marketing system. It has been nearly ten years since Personnel Agency System first introduced into colleges and universities and has made efforts. However, the traditional means of personnel management has still had deep influence and related welfare system has not been well-designed, agency organisations have not abide to standards, the running system has not been well-balanced, these facts have put barriers to the introduction of Personnel Agency System. In the further introduction of Personnel Agency System, we need to establish better-designed legal and welfare systems; personnel agencies in colleges and universities should abide to laws and rules strictly; more experiences should be emphasized; Human-orientation should be sticked to; more and better services should be introduced; higher efficiency should be increased; and more information should be released to have the employees in institutions of higher education to know better about Personnel Agency System, which can help the employees to have better competetive abilities and preparation, better understanding on Personnel Angency System; last Personnel Agency System should be introduced in various ways, in better planned and focused progress.
