Along with the strategic target of our country, which means "giving priority to the development of education, and making human resources of our nation powerful" universities have developed more quickly nowadays. As one important part of the universities'management, university human resources management is becoming more and more complicated, in the mean time, the management is increasing amplitude. The management level and management efficiency has affected the competitiveness directly, which means that universities have participated in the construction of powerful human resources nation. However, the domestic university human resources management level relatively lags behind, which is unable to make the universities developed more quickly.Meanwhile, the knowledge economy and the information era has made new demands and challenges on traditional university human resources management.The application of university personnel information system is just the one innovation means, which is the challenge of universities. It represents a kind of advancing with The Times information management technology. Through the whole process of blending informatization in university human resources management, the application is constantly strengthening personnel system construction, innovating personnel management system, building up the scientific management idea, optimizing human resources management and promoting human resources management level. Thus it will give full play to the advantages of university human resource and give service to the construction of powerful human resources nation. This is just the viewpoint of the paper.Firstly the paper will discuss the basic theory of the university human resources management, and discuss the meaning, characteristic, role and challenge in the development of the university human resources management too. Then according to the present situation of university human resources management, the author will point out the problem. At the same time, the author will analyze the influence of the application, of which is the personnel information system, to the university human resources management, from four dimensionality including university human resources management system, the construction of university organization, management strategies and management function; from two limitation including the difficulty of coping with change and the increase of operating risks. Finally, the author will put forward viewpoints that through the application of university personnel information system, it will change university personnel information system construction ideas, innovate management concept of human resources and change university human resources management thoughts. Through continuous rich management means, it will inspire talents'proficiency, further expand the strategic development needs, and support the construction of powerful human resources nation.
