Managing a University (also known as the University of Management) is a new concept of university management which is sponsored with the implementation of the university autonomy and the challenges and opportunities of the new era .Why should we manage a university? Many scholars in higher education in China have achieved a common sense in the economic globalization, internationalization of education, the development of a knowledge-based economy, higher education enlarging enrollment, and shortage of resources. Why can we manage a university? Which are the external factors to protecting "managing a university"? After carding analyzed, it mainly lies in the following three aspects: Firstly, the state laws and policies support "Managing a University". Constitution of the People's Republic of China prescribes: The state encourages the collective economic organizations, state enterprises and organizations and other social forces to hold various education cause in accordance with the law. Higher Education Act expressly pointed out: The University is a sponsoring entity with an independent status. It is a legal cause. Secondly, the development and improvement of the market economy provide "managing a university" with valuable experiences. And thirdly, since 1980s, the reform of the management system of the world government promotes "managing a university".With the implementation of the university autonomy, the management of ouruniversities should realize the transformation from the passive management under the previous planned economy to the positive management under the conditions of market - oriented economy. Positive management means that the University's managementphilosophy change--managing. The core values of Managing Idea including twomeanings: Firstly, the University's mission and purpose--the survival valueorientation of the University. It is the highest principle of the University, and the soul of the University of all managing concept; Secondly, the aim of the university, it mainly refers to the University's long-term and fundamental value, it is generally put forward by the University leadership and decision-making levels, and integrated with the value of the staff. It is also the concretization of the University's mission and purpose. Managing means strategy and design .It has an important significance not only for the University's own development and construction, but also for the establishment of the modern university system and the change for the internal management system of higher education and operational mechanism.Based on the case of the analysis of University of Warwick by using of multiple methods-document analysis, case studies and comparative method, this study points out five essential factors to managing a university: a strong core of mastery, the developing periphery which is widened, diversified funding base, and the activation heartland of the academic and the integration of entrepreneurship. Finally, with regard to the above, the study offers some constructive proposals, aiming to provide references to the improvement of "managing a university".
