Nowadays teacher education is paid more and more attention in the education field. Teacher professional development has become the crucial question to grasp the future.In some western countries, the theory and approach research of the second language teacher education has reached a higher level. In English literatures, the concept of teacher training has changed into teacher development, "Even more it emphasizes to encourage teachers to reflect their own teaching, observe their own action in the classroom, assess their own teaching result and develop action research based on the education." However, lots of practical problem is present in the course of using these theories in in-service teacher education.With developing of our national basic education reform, the in-service classroom teachers shoulder the responsibility to implement the new curriculum. These teachers face the brand-new teaching ideas and completely new-version textbook and they meet many questions and perplexities in their classroom teaching and professional development. In this thesis I take primary school English teacher professional development as visual angle and distribute the questionnaires to the classroom teachers and some district teaching researchers. I find that there are two reasons to hinder teacher professional development. One is that most of teachers have the ambiguous cognition of professional development even no positive ideas except some back-bone teachers. This is the internal cause. The other is that the local teaching researcher is isolated. It is really difficult for them to guide so many teachers in teaching theory and methodology. This is the external cause. These two causes make our teacher education lack of effectiveness.Learning organization is a brand-new management theory. It pays great attention to the holistic interaction but not part analysis thinking style. It asks people to awaken the real desires in the deep heart. It emphasizes to respect personal vision and to build shared vision. It arouses our possessive creative group communicative ability to make the group have more intelligence than individual. If we develop our available, loose local teacher association into a learning organization, the principle idea of professional development will be improved. On the other hand, some of the key members in the organization will be the supervisor to give full play to their professional skill. It will make the teacher education more effective and prompt teacher professional development.
