Situation And Countermeasures: The Study On Development Of The Private Higher Education In Guangxi

Starting since the 1980s, the private higher education in China has become an important part of China' s higher education system over the twenty years. On the occasion of the popularity of the higher education in Guangxi and the strategy of "talents serving for Guangxi" , the status quo and the prospect of the private higher education in Guangxi is not only a focus of attention for the private higher education circle, but also for the entire higher education system in Guangxi as well as the whole society.According to the problems above, this thesis will explore the status quo and the restricting factors of the private higher education in Guangxi by using the methods of investigation, literature analysis and comparison. It will further expound and prove the space and potential for the development of the private higher education in Guangxi. Based on the analysis of the inter and external environment of the private schools of higher learning and its characteristics, the author of this thesis will put forward some countermeasures and suggestions for the development of the private schools of higher learning in Guangxi.Looking back upon the history of the private higher education in Guangxi, this thesis will mainly discuss its present situation, believing that the major factors that restrict its development lies in people' s perception, the objective social environment and the private schools of higher learning themselves. By employing the method of comparison, through the study on the tendency of the development of the higher education at home and abroad, the space and advantage for the private higher education in Guangxi, this thesis will demonstrate the potential and prospect of the development of the private higher education in Guangxi.On the basis of the analysis of the present situation and the demonstration of the potential of the private higher education in Guangxi, this thesis puts forward the following countermeasures and suggestions: the first is that the society should change its prejudice against the private schools of higher learning; the second is that the government should give the private higher education its macroscopic guidance, by improving understanding, reinforcing the formulation of policies, laws and regulations, regulating the operation of the community schools of higher learning, implementing the encouraging and supporting policies, adopting various kinds of financial policies, widening the channel of the funds, exploring the new form for its development, establishing the supervising and estimating system of the private schools of higher learning, gradually fostering the social mediating agency and putting the relationship between the government, the mediating agency and the private schools of higher learning; the third is that the private schools of higher learning themselves should establish the correct operating theories, make necessary amendments to the inner managing and supervising systems, opening up the financial channel, improving the levels of teachers and operating system, and building up their own features.
