In the new curriculum reform of basic education, the teachers play the key role. The teachers must exert their effect and take out their responsibility in the reform. In order to realize the aim, the teachers should have professional autonomy. The article carries out a study about the teachers'professional autonomy based on the new curriculum reform of basic education. In the article, the author gives an analysis about the connotation of the teachers'professional autonomy and certificates it's existing theoretically. Lastly the article puts forward the strategies based on the actuality of the teachers'professional autonomy.The article is divided into five parts. In the first part, we give a study about the connotation of the teachers'professional autonomy. The connotation is that the teachers have the right to develop their professional quality independently and emit their opinion about it based on their own actual situation on the professional knowledge and ability. We give an analysis about it from individual layer, classroom layer and school layer.In the second part, we try to find out the theoretical foundation from the proposition that the teachers'specialization caused the teachers'professional autonomy, clarifying the law origin according to the fact that the teachers'professional autonomy belongs to the teachers in the law and brings forward the practical proof from the teachers'profession.In the third part, we analyze the background of the teachers'professional autonomy and discuss the new surrounding, new role and new space the teachers are faced with. We emphasize such a fact that the teachers must have the professional autonomy in order to carry out the new curriculum reform of basic education fluently.In the forth part, we give an investigation about the actual situation of the professional autonomy with the methods of researching and conversation. Through the investigation, we found out that the teachers don't have the right in the curriculum exploitation, teaching arrangement, decision-making and professional developing. Then we give an analysis about the reasons from educational administration, school structure, social factors and teachers'professional accomplishment.In the last part, we put out the strategies to realize the teachers'professional autonomy based on the above analysis. The teachers should gain their professional autonomy through the sustained progress in professional level and professional chrematistics. The educational administration bureau should try to boost the administrational specialization, improving the management level of the school, strengthening the teachers'incorporation constructing and eliminating bad cultural influence. Besides, we bring forward the strategy that the teachers should have different right in the professional autonomy being adapted to their professional level according to the seedtime theory of professional autonomy and the model about the teachers'competence.
