| On 1986, the former State Sports Commission (SSC) and State Education Commission (SEdC) held a meeting on school amateurish sports training, and the Announcement for the Enrolling of High-leveled Athletes in the Regular Higher Education Institutions (RHEI) was delivered at the meeting. This injects new energy to the sports work in the ordinary university. At the same time, it obviously enhances the competitive level in RHEI. However, there is still a long distance between the goal which was made when the Ministry of Education of the PRC (MEPRC) and General Administration of Sports of China (GASC) decided to create high-leveled athletic team in universities. The original goal is: to enhance the competitive level of athletes in universities in order to be the national team's reservation quickly; to be unanimous with international conventions; to select the true undergraduates to join in the Universiade.Recent years, MEPRC and GASC launched some policies constantly about the construction of the high-leveled sports team in RHEI. This measure aims at the improvement of the source for the high-leveled sports team in RHEI.A set of high-leveled athletes in RHEI has sprung out during series of international and national races these years. At the same time, it emerges a debate of"the combination of the education and the sports"in the educational and sportive felid. It brings a new chance for the high-leveled sports team in RHEI to be tried out. The men's volleyball team of Shandong University, China University of Petroleum and the women's volleyball team of Shandong University get splendid achievements recent years, which is the representation of Shandong province. However, the development of the high-leveled volleyball team in HEI of Shandong province is not balanced. There are only 5 HEIs which are allowed to enroll the high-leveled volleyball team by the ME in Shandong. This thesis takes 5 universities which belong to the ME and 4 universities which belong to the province as subjects investigated. It analyses situation of the construction of the high-leveled volleyball team in HEI of Shandong province from the aspects---athletes, instructors, management, funds, sites and other sides. It adopts the methods of literatures, interviews, questionnaires, comparison, statistics, and logic analysis. Also, it compares with the Project for Construction and Evaluation of High-Leveled Sports Teams in RHEI which is issued by ME and the construction of the volleyball team in the 4 HEIs which joined the volleyball matches in 2005 Universiade in order to study the current situation of the construction of the high-leveled volleyball team in HEI of Shandong province Searching for the advantages and disadvantages in the process during the construction of the high-leveled volleyball team in HEI of Shandong province will provide some beneficial reference for the development of it. I hope it can also provide some good references for the relative decision-making departments. The results of the research indicate the following views.1 The organizers of the high-leveled volleyball team in HEI of Shandong province do not have a clear aim of it. They aim at the current interests, that is, reputation of the school. To the contrary, they overlook the final goal of the trying out of the high-leveled volleyball team in HEI, that is, to provide talents for the national competitive sports.2 Though the players are in high quality, the enrollment of the high-leveled volleyball team in HEI of Shandong province does not break up the geographical limitations. There is a small gap between the situation of high-leveled volleyball team in HEI of Shandong province and the other provinces'.3 The frequency, time, and the method of training meets the need of the high-leveled volleyball team's in HEI of Shandong province, however, the high-leveled volleyball players in HEI of Shandong province have a contradiction between the study of the regular courses and the training of volleyball. Most of the players do not have enough confidence to finish their regular courses. And the relative department does not make special teaching plan and way of evaluation for them. The races which are organized by relative master departments or schools themselves are seldom. In this case, the players cannot have good communication. 4 The professional instructors of the high-leveled volleyball team in HEI of Shandong province are engaged through competition. Most of them are middle aged or young. They have high diplomas and the ability of research, but the ability of foreign language and computer is not high. The chances for the instructors training are seldom every year. HEIs have relative prompting mechanism to motivate the instructors.5 The equipment for the instructors of the high-leveled volleyball team in HEI of Shandong province is not sufficient. Basically, there is only one instructor who takes charge of all the work of training, race and management. The training mainly concerns about the techniques and physical training. There is a great lack of psychological training and the study of relative theories. The drill lacks of scientific organizations. The research of the construction of the high-leveled volleyball team in HEI is not enough. The PE teachers do not have sufficient cooperation with other disciplines, sports colleges, professional teams and other relative institutions, which does not bring the advantages of the high-leveled volleyball team in HEI into full play.6 The development of the constructions the high-leveled volleyball team in HEI mainly relies on the special fund of the institution. The cooperative team with companies, provincial sports teams, or sports schools are rare. The sites and equipments can satisfy the need of the training and race basically in HEIs. There are promoting policies for the high-leveled volleyball team in HEIs. However, the concerning of the leaders of the institutions for the daily training and management of the high-leveled volleyball team is not enough. Very few HEIs can devote enough funds for the high-leveled volleyball team, but most of the HEIs do not devote enough money which cannot ensure the needs of the normal training and race for it.
