"Sports, Art 2+1 Project"experiment has offered a new thinking and method for promoting the present reform on physical education, but the evaluation criterion about sports skills exists some inadequacies: the skills'criterions among different events were out-of-balance, the measure items for balls were single, the distinguishing degree of the measure items were bad, and the measure criterion lacks level and graduation and so on. So the construction of a new"Evaluation Criterion"with measure and evaluation model, taking the experience of social artistic level test for reference, will be of important realistic significance.Under the"Sports, Art 2+1 Project"experimental background, the sports ( or soccer) skills'rank evaluation criterion concerning students in middle and primary schools were developed and established. According to the sports skills abilities of students in middle and primary schools, the"Evaluation Criterion"was divided into five ranks from the highest rank to the lowest one which just like A, B, C, D, E (A represents the highest rank, B the higher one just low to A, analogizing sequentially, E the lowest one). The new"Evaluation Criterion"will break the grades'restriction, and the rank evaluation model with rank going forward step by step will be established.In order to face and serve all students, excite the students'enthusiasms for participating in physical training and cultivate students to participate in exercises for a long time, the construction of"Evaluation Criterion"should be inherited the brand-new educational ideas: To face to all students, pay close attention to the individual difference and make every student benefited; to stimulate students'sports interests, form sports specialties and promote students'sustainable development; the measure index is rational, the criterion is suitable and let students jump up to pluck peaches. At the same time, the construction also should follow such educational principles as success-experiencing, motive-encouraging, facing to all, alternative and level, etc.With the use of methods of document, Delphi, education measure and mathematic statistics, the rank evaluation criterion was developed and established. First, the proper measure items of the"Evaluation Criterion"which some items can be chosen in the same rank, while items in different rank step by step from the lowest rank to the highest one were carried out. Then the"Evaluation Criterion"was established according to the percentile of experimental measure data. The measure and evaluation model in which primary and middle students can register voluntarily, choose evaluation rank freely without considering grade, the obligatory items and the alternative ones should be combined as well as the qualitative assessments and the quantitative ones was constructed. Then the criterion was also tested in experimental areas, and the practical results showed that"Evaluation Criterion"and its measure and evaluation model were eligible. All above indicate that the rank levels of the new constructed"Evaluation Criterion"were set well, the"Evaluation Criterion"was welcomed deeply by students in middle and primary schools, was helpful to excite students'enthusiasms for participating in exercises, to promote students to grasp sports skills which are essential to lifetime sports, and was of theoretical and practical significance to advance the successful enforce on"Sports, Art 2+1 Project"experiment.
