Along with the development of the network information technology and its in-depth application to education, the web-based study has already become an important means of learning. The web-based study puts forward a higher request to the self-regulated learning ability of the learner, especially in the aspect of meta-cognition such as the learner's self-plan, monitoring and regulating etc.Meta-cognition is an important concept in cognitive psychology. The core of this concept is the self-regulation to the process of the cognition, including two basic elements—knowledge of cognition and regulation of cognition. Learning comprises not only the cognitive process of recognizing, processing, understanding learning materials,but also the meta-cognitive process of monitoring and regulating the process of learning. It is believed that meta-cognition is the key process of self-regulated learning and a crucial factor of successful learning as well. Therefore, it is necessary and meaningful to attach importance to the meta-cognitive capabilities of all learners to achieve efficient web-based self-regulated learning and provide strong supports.This thesis is guided by the internal mental mechanism and regulations of study. It illustrates the internal relationships between meta-cognition and the web-based self-regulated learning though analyzing the basic concepts of meta-cognition and the web-based self-regulated learning and combining the basic features of learning environment. Understanding the relationships helps to improve the self-regulated learning effect. Based on the discussion of the theories, a web-based self-regulating model is constructed to support learning. The aim of constructing the model on the web-based environments is to develop learners'meta-cognition and self-regulated learning ability. It expects to achieve learner's meta-cognitive development and to help learners to learn self-regulated learning. It provides learners with external environment to apply meta-cognition strategies into self-regulated learning and designs the learning environment from the three aspects of supports in terms of physics, techniques and affections.
