Research On The Distortions Of "Sanxian" Policy Of Public Senior Middle School

"Sanxian" Policy is a key policy to regulate the recruitment of public senior middle school in china, which have a very important role to play in ensuring the student's right to be educated. Whether it can be carry into execution effectively or not will influence the development of public senior middle school. However, some distortions appeared in the implementing of "Sanxian" Policy, which damaged the authorities of public policy and education image. Focusing on this phenomenon,this paper summarizes the distortions of "Sanxian" Policy, find out the reasons, and puts forward some constructive suggestions in order that "Sanxian" Policy can do much more to regulate the recruitment of senior middle school.This article consists of five parts. The first part includes the proposal of the question, the definitions of some concepts, the present situation and the significance of research and research methods. The following part analyzes the basic theory of "Sanxian" policy by illustrating the background and the contents of the policy. The third part summarizes the distortions of the policy and the harm brought by the distortions.The fourth part is the core of this parper, in which reasons for the distortions are analyzed in four aspects involving education environments of implementing, the policy itself, the limitations of the policy executor, and distemperedness of the monitoring mechanism. In the final part,some construtive suggestions are proposed in order that "Sanxian" policy can be implemented effectively.With the research on the distortions of "Sanxian" policy, this paper tried to find out the reasons and put forward some constructive suggestions to ensure that "Sanxian" Policy can be implemented more effectively and regulate the recruiment of public senior middle school, simulatneously, the theory frame this paper constructs can be used in other policy research.
