The comprehensive reform of university entrance examinations is an important reform in the field of education with a systemic impact.Jiangsu Province has implemented a comprehensive reform of the university entrance examination since the fall of 2018,and after more than five years of practice,it has been fruitful in improving the competitiveness of applicants,easing the rigidity of sub-disciplines,and solving the "one exam for life" problem.At the same time,however,problems in the implementation of the new policy have gradually emerged both inside and outside of secondary education,negatively affecting the operational effectiveness of the subject selection policy.Focusing on the implementation of the new policy in Y City,Jiangsu Province,the study used case study and survey methods to investigate the problems and difficulties encountered in the implementation process and analyze the specific problems.First,the new policy was analyzed from three levels using the three-circle theory to identify the advantages of each level in the formulation and implementation of the new policy:optimization of equity in public value orientation,rational deployment of multiple coordination in terms of capacity and resources,and multidimensional coordination of support.Second,Smith’s model of policy implementation was used to construct four dimensions of policy implementation:the policy itself,the actor implementing it,the target group,and the policy environment,to identify the gap between the textual ideals and implementation practices of the new university subject selection policy in Jiangsu Province,analyze the implementation problems,and propose optimization methods.A survey conducted among teachers and students of Secondary School Y in Jiangsu Province showed the following results:First,the new model of subject selection for the college entrance examination underwent major changes,which violated the principle of policy stability.Second,the government,universities and other institutions did not interpret the new policy appropriately and did not promote its application and implementation.Third,secondary schools did not fully understand the new policy,and resource allocation and system building did not keep pace with the reform.In the implementation of the new policy,problems are inevitable,the causes of which can be easily identified by examining the reasons for the problems.This study focuses on four aspects of the key factors that hinder the effective implementation of policies:first,there are many discrepancies between the content of the policy and the practice of its implementation.The policy is the ideal and scientific outcome of government research,but implementation is a test of the policy’s operationalization and comprehensibility;second,the lack of overall interpretation and cooperation of the new policy by the actors implementing the policy;second,the secondary school teachers and students who are the target of the policy;and finally,the uneven distribution of resources in the policy environment in secondary schools the new policy,and finally,the uneven distribution of the contradictions between the policy,policy implementers,target groups and environmental support,in order to promote the new university entrance examination reform in Jiangsu province and effectively innovate its implementation methods and prospects.Firstly,in the subject selection policy itself,the government needs to scientifically expand the value orientation of the policy and ensure the competencies.Government and secondary schools must work together to ensure that reforms are widely publicized and accepted by the public to support policy implementation.
