The Study On The Effect Of "the 11～(th) Five-year Plan" On The Development Of School Physical Education In The Countryside Of Guangxi

In the report on the work of the government and the 11th five-year plan of the country's economic and social development, Premier Wen Jiabao pointed out definitely that in order to build up new type of socialized countryside and realize the well-off of peasants, the development of compulsory education in the countryside should be taken precedence over all other present tasks. At the mean time, he stated that the compulsory education in the countryside should be included in the range of pubic assurance of finance, we should establish the financial system for the compulsory education in the countryside, carry out the training plan for the teachers in the countryside, and enhance the construction of the team of countryside teachers, so as to accomplish gradually the reform task of compulsory education in the countryside.School education in the countryside is the weak point in the development of our country's education. Guangxi lies in the south-west of our country and belongs to an extremely poor region of multi-nationalities, and its social-economy, culture, education, and physical education are all not well-developed. The regional development in Guangxi is not balanced and the school education in the countryside is relatively backward.Based on the conclusion of the result of the predecessors'researches and by adopting the method of studying bibliography and information, visiting practical places, interviewing specialists and systematical analysis, this thesis points out the existent problems in school physical education in the countryside of Guangxi as following: (1) the inadequacy of the expenditure on physical education; (2) the shortage of teachers and the inadequacy of their professional ability; (3) the imperfection of the physical playground and facilities; (4) the fairy poor efficiency of physical class and physical activities; (5) the inadequacy of school leaders'attention and the insufficiency of the organization and management of school physical activities.The paper analyzes from the points of the position of the school physical education in the countryside, makes research on the development of the school physical education in the countryside of Guangxi according to the comprehension of the policies and rules of the 11th five-year plan, it proposes that :(1) The theory of constructing socialism new countryside proposed by the 11th five-year plan provides the theoretical base for the development of the school physical education in the countryside of Guangxi.(2) The 11th five-year plan proposed that education should be developed firstly and nine-year compulsory education should be carried out in the countryside. This provides the assurance of policy for the development of the school physical education in the countryside of Guangxi. And the system of the financial assurance system of the compulsory education in the countryside provides the financial support for for the development of the school physical education in the countryside of Guangxi.(3) The key point is to emancipate the mind, change the ideology and deepen the reform of the school physical education in the countryside;(4) The basic assurance for the development of the school physical education in the countryside is to develop the financial assurance system of the compulsory education in the countryside, increase the amount of the expenditure on the school physical education in the countryside, improve the teaching environment of the school physical education in the countryside.(5) It will be more easier to carry out the work of the school physical education in the countryside by putting emphasize on the construction of the team of teachers and improving the professional level of the team of teachers.(6) It would be helpful to enrich the activities of the school physical education by suiting measures to local conditions and place weight on the explore and profit of the lesson resources of physical education.(7) The development of the school physical education in the countryside is a hard work. We should make full use of the advantages of the 11th five-year plan, grasp the historical chance and work with collective wisdom and concerted effort to construct a harmonious new Guangxi.
