Preschool education has always been a short board of all kinds of education at all levels,with uneven regional development,lack of inclusive resources,insufficient financial investment,shortage of teachers,"difficult to enter the garden" and "expensive admission" have become the main problems restricting the development of preschool education in some areas.In 2010,the State Council pointed out in " Several Opinions on the Current Development of Preschool Education" that a three-year action plan for preschool education based on counties should be established.Starting in 2011,the first phase of the three-year action plan for pre-school education has been initiated everywhere and is now in the third phase of the pre-school education action Plan(2017-2020).In the first two phases of the action plan,various localities have actively explored the implementation of the three-year action plan for preschool education,and achieved certain results.In order to promote the sustainable development of preschool education,this study selected in the population distribution,social and economic development level in Henan province with a certain representative of Y County as a case study,in-depth investigation of Y County Preschool education three years of Action plan implementation status,found problems,analysis of the reasons,It also makes recommendations for the implementation of the three-year action plan for follow-up preschool education in Y County.At the same time,it also provides reference and enlightenment for other regions.Through the investigation,it is found that there are some problems in the implementation of the three-year Plan of Action for preschool education in Y County,the insufficient investment in preschool education,the weak construction of teaching staff,the development of rural preschool education as a short board,and the obvious tendency of preschool education to be "primary".This study holds that the causes of the above problems are manifold and complex,which are mainly summarized as follows: the supervision and management system is not perfect,the contradiction between financial resources and demand is outstanding,the support system of teaching staff construction is not perfect,the rural preschool education is not effectively guaranteed,the childhood care concept of preschool education has misconceptions,and so on.Based on the above analysis,this study believes that practical measures need to be taken from the following aspects to enhance the effectiveness of the follow-up policy: To strengthen the management responsibility and effectiveness of government departments,to increase the investment of preschool education from various channels,to strengthen the construction of preschool teachers,to promote the popularization of rural preschool education,and to prevent and correct the tendency of "primary school" in preschool education.To promote the work of preschool education in Y County to a new level through comprehensive application.
