The first part of this article studies the origin, the significance, the mentality and the method of this researcher. The article shows that the establishment of perfect instructional supervision system can guarantee the quality education and quality of teaching, and use the existing education resources of the higher vocational colleges effectively and scientifically, that reduce the negative influence which the higher vocational colleges expand incur bring as far as possible, besides the theory exploration to the instructional supervision enriches the Total Quality Management theory, and enlarges the research angle to the management of the teaching quality. Moreover, the article carries on the review and the summary of domestic and foreign the fundamental research and the practice exploration course in the instructional supervision aspect.The second part of the article has made the outline to correlation theories of construction of the higher vocational colleges instructional supervision system, define what is supervision, instructional supervision and the education supervision, in this article the instructional supervision refers to one kind of management in the college which supervise, inspect, conduct and appraisal the total movement condition of the school teaching in the entire journey based on the needs of guaranteeing the school quality of teaching as well as scientific, standardized and stringent to the teaching supervisory work. Moreover, the article has made the introduction to several important theory support in the construction of instructional supervision system——non-balanced system from the organization theory, the reaction control theory, the drive theory.The third part of this paper carries on the real diagnosis analysis the present situation of the construction of instructional supervision system the higher vocational colleges in Guangxi through the way which unifies the questionnaire survey and the interview. The result of the investigation shows that the construction of instructional supervision system the higher vocational colleges in Guangxi have obtained certain result, but also has many problems. There are some problems in the building of the instructional supervision body aspect, such as the structure is not reasonable, the related system of the instructional supervision personnel is not perfect, the training of the instructional supervision personnel is few and so on. There are also some problems in the construction of institution aspect, such as the understanding of instructional supervision is not thorough, the rules and regulations of the instructional supervision lags, the independence of the instructional supervision organization is badly, the working content of instructional supervision is narrow, the information feedback mechanism is not promptly and so on.The fourth part of the paper inquires the countermeasure of the construction of instructional supervision system the higher vocational colleges in Guangxi from two macroscopic stratifications: the building of the instructional supervision body and the construction of institution. The following three strategies may be adopted in the building of the instructional supervision body. Firstly, improve and innovate the related system of the instructional supervision personnel, including consummates instructional supervision personnel's admittance system, the reward system and the rewards and punishments system and so on. Secondly, optimizes the structure of instructional supervision body. Including consummates the instructional supervision body: the duty structure, the age structure, the origin structure, the professional nature structure, the discipline structure, the sex structure, the discipline structure and so on. Thirdly, strengthens to the training and the further education of the instructional supervision personnel. including formulates the practical and feasible training measure, establishes the multiplication of the training content diligently, endeavors to create training organization form diversification, stimulates the instructional supervision personnel to study independently, uses Internet to develop the training space and so on. The following five strategies may be adopted in the construction of institution. Firstly, promote the thorough understanding of instructional supervision. Including strengthens to the instructional supervision value leadership strength, transforms all teachers and students to the instructional supervision idea and so on. Secondly, advance the construction of complete, science instructional supervision rules and regulations. Establish the instructional supervision rules and regulations by the relevance, ability, responsibility principle. Thirdly, establish relatively independent and efficient instructional supervision organization. Including the establishment relatively independent instructional supervision organization, provide the funds of instructional supervision activity and consummates the hardware construction of instructional supervision organization. Fourth, expands the working content of instructional supervision. Including expansion of the working content, formulation of science reasonable direction standard and appraisal target. Fifth, implements nimbly, humidly instructing working mode. Including adopts the nimble diverse direction way, makes to supervise the participant and the main body who the object becomes the appraisal. Sixth, establishes nimbly, bidirectional, the quick instruction information feedback mechanism. Including establishment instruction organization with leadership and control section's bidirectional communication and feedback mechanism, and establishment instruction organization with teacher and student's bidirectional communication and feedback mechanism. This research tries to use the new theory - - the self-organization theory, the motivation theory, the feedback control theory to put forward. Some new countermeasures and the strategy are in the foundation of on the spot investigation. These countermeasures and the strategy have certain pertinences and the feasibility, which can strengthen the construction of the instructional supervision system to the higher vocational colleges in Guangxi further, then have certain guiding sense to improve the quality education and quality of teaching of the higher vocational colleges.
