Research On The Construction Of The Charter Of Higher Vocational Colleges

Since the reform and opening up nearly 40 years ago,with the rapid development of higher vocational colleges,the problem of internal governance and has become increasingly prominent.As the basic system of the school,the constitution provide guarantee for the construction of modern university system in higher vocational colleges.The development of our higher education is affected by the subjective and objective external reality,its constitution construction is relatively late,also exposed many problems the rule of law.In the background,summarizing its construction experience,study the constitution construction in higher vocational colleges,higher vocational colleges to further promote the "rule of law" and "according to the school" is of great significance.As a province strong in education,the construction of constitution in Zhejiang Province launched in 2012.By 2016,The province's 38 public higher vocational colleges achieve the goal "one school,one Charter".Constitution construction in higher vocational colleges in Zhejiang Province has much to summarize and improve.This paper take constitution construction in higher vocational colleges in Zhejiang Province for example,by studying and analyzing on the problems existing in regulation in higher vocational colleges and its causes,and propose appropriate measures to enhance the effect of the Statute.Firstly,this paper expounds the present situation,the successful practice and the existing problems of the constitution construction in higher vocational colleges in Zhejiang province,and analyze the reasons.This paper argues that although the constitution construction in higher vocational colleges in our country are not implemented "end of 2015,one school,one Charter" goal,but overall to complete "one school,one Charter" goal.Constitution construction in higher vocational colleges in Zhejiang Province in the administrative departments of education science instruction,innovation in higher vocational college articles-building approach,and so there are some good practices.Through research,the thesis that constitution construction in higher vocational colleges in Zhejiang province's shortcomings is mainly reflected in the mind of understanding and recognition of the construction of the Statute is not in place;during the formulation of General participation by the Faculty and held little regulation text is incomplete;after the enactment of the regulation implementation in place,lack of supervision and inspection mechanisms.Problems mainly affected by law sense of the Constitution and pay enough attention to subjective concepts such as effects and constitution construction started late in high vocational college and higher vocational education developing rapidly and administrative management system bound effect of objective historical reality.Secondly,the Jiangsu and Fujian two provinces in the process of constitution construction in higher vocational colleges,extracted from Jiangsu and Fujian two provinces successful experience,namely: widely advertising,perfecting the relevant system,improve the implementation of the articles of association of supervision and inspection mechanism.Finally,through comparison and reference,based on the above research,the paper puts forward some suggestions to improve the effect of the Vocational Colleges Prospectus: one is to strengthen learning and propaganda,fully understand the significance of the articles of association of the higher vocational colleges;the two is the research to strengthen the Constitution and law;the three is to strengthen construction of internal governance system;the four is to strengthen the inspection,supervision and inspection of the implementation to establish a regulation mechanism.
