The quality of the faculty directly determines the ability and level of the university to run a university.The quality of personnel training depends on the teachers.In the new era,the role of vocational education has gradually attracted the attention of many scholars,and the research on the construction of teachers in higher vocational colleges has gradually changed from implicit to explicit.In 2019,the State Council formally issued the "National Vocational Education Reform Implementation Plan"(hereinafter referred to as "20 Vocational Education"),proposing to start the "Education Certificate+ Vocational Skills Certificate"(ie "“1+X” Certificate")system in vocational colleges Pilot projects.” Subsequently,the “Implementation Plan for Deepening the Reform of the Construction of "Double-Quality Teachers" in Vocational Education in the New Era"(ie "12 Qualifications for Vocational Teachers")was introduced to address the admission,training,evaluation,and motivation of teachers.A detailed request was made.The role of teachers in higher vocational colleges in the construction of modern vocational education system has gradually been highlighted,which also means that the building of teachers in higher vocational colleges is facing new opportunities and challenges.In the existing research and investigation,the effect of the construction of the faculty of higher vocational colleges is not ideal.The reasons are related to history and reality,as well as the government,schools,society,and individual teachers.Only by deeply analyzing the problems in the construction of the teaching team and proposing targeted countermeasures can we build a high-quality vocational teaching team and realize talents.Improve the quality of training and build a modern vocational education system.Therefore,this study takes the higher vocational colleges that have established the "“1+X” certificate" system in Tianjin as the research object,and uses the questionnaire survey method and interview method to understand the plight of the teaching team construction of the higher vocational colleges after the “1+X” certificate system is piloted.,And explore the reasons for its emergence,and put forward targeted countermeasures after learning from the relevant experience in the construction of higher vocational teachers at home and abroad.The specific research content is as follows:Chapter 1: Sorting out the research background,definition of related concepts,and related documents at home and abroad for the construction of the faculty of higher vocational colleges under the “1+X” certificate system.Chapter 2: On the basis of understanding the “1+X” pilot colleges and universities in Tianjin,conduct a questionnaire survey of “1+X” teachers in the pilot colleges and obtain relevant data;and focus on the discussion with the teachers and administrators of the 3 colleges and universities,Learn more about the details of the “1+X” pilot process,and supplement the survey data.Chapter 3: Based on the understanding of the actual situation,analyze the data,distinguish the individuality and common problems found in the surveyed institutions,and summarize the plight of the construction of the faculty team of higher vocational colleges under the “1+X” certificate system.Chapter 4: In view of the problems found in the investigation,it analyzes the possible causes of these problems from the perspective of different stakeholders.Chapter Five: In response to the problems in the investigation,combined with the demands of higher vocational colleges,enterprises,the government and society,the corresponding countermeasures are proposed from three aspects.
