The quality of education is the lifeline of colleges and universities, it is an eternal topic. Within the entire education system, the assessment functions as a guidance, stipulation and improvement; it is an effective measure to boost education development along a more perfect direction. Assessment targets are the essential control points of schooling quality control. The dissertation introduces the accreditation standard of Higher Learning Commission of North Central Association in the US and the assessment targets of China educating level of colleges and universities. Then the dissertation analyses the differences and similarities of the principal part and the object reviewing from rules and process, result utilization and the ownership of the two assessment organizations. The two programs maintaining accredited status—the program to evaluate and advance quality (PEAQ) and the academic quality improvement program (AQIP) are also introduced. When demonstrated the comparability of the accreditation and the assessment under backgrounds of two different systems, the standards' setting, implementation, conformance of the content of standards with educational discipline together with colleges affected by the process of accreditation/assessment are analyzed and compared. To learn the good practices and make up the weakness. The assessment itself is also developed while performing assessment work by making a scientific assessment, utilizing the results effectively. Trying to establish neutral assessment organization and the idea of meta-appraisement are introduced in the conclusion. An assessment culture should be initiated in university and the education quality should be kept in mind. In this way the assessment can help to assure the quality of higher education and improve it, and thus the higher education can be developed.
