The basic education run by local people meets some difficulty these years. The government began to implement the "Two Exemptions and One Subsidization" policy in 2006, which is another challenge. Many compulsory schools run by local people find it hard to survive. But at the same time, some schools run by local people, which share resources with state-owned senior middle schools, stopped recruiting junior middle school students in March 2006. This is also an opportunity; the owners of the local-run schools are exploring their way for advancing.As a worker in fundamental education, the author took Changde Zhilan Experimental School and Changde Yingcai Middle School as two research targets, scanning their course development and analyzing their present condition. Through analyzing the macroscopic environment and the microscopic condition, the auther discusses the possible prospect of locally -run basic education. During this research, the author contacted the Changde Education Bureau, acquiring much detailed and reliable information, adopting various research methods such as data-searching; individual- interview; goup-discussion, etc. This essay gives answers from the aspects of market-orientation, managing-pattern, intention-development, and so on.For basic education to be run by local people, the market must be thoroughly studied earnestly; this is their education development premise. The local people also must pay attention to the director of exploration in order to manage education development during the development process; this will insure the basic education run by local people survival, development direction and outcome. A perfect curriculum structure which pays special attention to the quality of education will stress special skills education, will train with special skills or talent persons and will produce consummate external management and the internal management.In addition, this article will also further discuss the question of whether the nature of basic education run by local people should be a constituent of socialist education enterprise as it is currently. But in reality, all sorts of complex social situations makes it difficult for basic education run by local people to match the level of goverment schools; The main task, in the long-range view, is that basic education run by local people must serve to people and mainstream their development...
