Education department has announced five sets of education plan from 1980 to 2003 (named course plan from 1991), Seen as a whole, the percentage of subject is growing all the time, while the percentage of the technical course is decreasing. When in 1997 the percentage is adjusted to subject course 63% or technical course 37%, lots of experts and learners begin to pay attention and question it. In 2003, with the practice of the reform of education department continues to promote the reform of curriculum program, the percentage of subject to technical course adjusted to 77.6%to 22.4%.the percentage of technical course continues to reduce, many experts, learners and P.E teachers have criticized it, believing that the great decrease of the technical course percentage disregarding the reality will seriously influence not only the quality of talent culture of P.E education speciality, but also the social reputation of schools. So, professor Hansheng Huang when he was hosting the important subject matter of education in the "Tenth Five" plan of national education science, readjusted the percentage" of subject to technical course to a proper one: 60.8% to 39.2%0 That is to say, the percentage of technical course has been increased by 17.2% on the basis of 2003 course, which proofs that experts are against the great decrease of technical course percentage.By means of document material method, expert interviewing, paper research, statistics, etc, through statistics analysis of course plans of P.E education major in universities, normal colleges, special institutes, and local institutes of our country and some American P.E colleges, the conclusion is that the percentage of subject to technical course in P.E education major in P.E colleges of our country generally follows the one announced in1997, and dose not catch up with the international level. However, P.E colleges in American have designed practical percentage of subject to technical course confirming the realities, on the basis of their own national conditions. Therefore, it goes against our nation's realities if we completely follow other countries' percentage of subject to technical course. If the percentage of technical course is greatly decreased disregarding the reality, then the pedagogical task of technical course cannot be fulfilled and it is difficult to guarantee and elevate its pedagogical quality. On the basis of the current situation of P.E education major, following humanistic orientation, combining our national situations, school condition and students' technical level, this article analysis profoundly the percentage of subject to technical course in P.E colleges of our country, and by a detailed contrasting analysis of the percentage of subject to technical course of P.E major in some American P.E colleges and our country, the writer puts forward some propositions and opinions of his own.
