The study of faculty evaluation system has been developed greatly in ourcountry nowadays and there appear various evaluation modes and methods. Butgenerally speaking, the instruction effect over practical faculty system construction isstill not enough. The aim of this study is to establish faculty evaluation system andscientific faculty management system in vocational colleges so as to provide scientificbasis for the reform of personnel system in vocational college and to make facultyevaluation the direct approach and strong support in promoting vocational educationand cultivating talented persons.Under the social background, this paper explores the developing rule offaculty evaluation and constructs the theoretical frame of faculty evaluation system invocational colleges. Starting from the analysis of the present condition of facultyevaluation at home and abroad, the paper explains the conception and principle offaculty evaluation, present faculty evaluation system theory, main faculty evaluationmodes and existing problems in present vocational college. It discusses the differentduties of valuators and different evaluating objects in vocational college and confirmsthe guideline system and general steps of faculty evaluation.In Opinion of Facing the 21st Century and Deepening Vocational EducationReform, the Education Department evidently points out that vocational schools shouldstrengthen the construction of faculty team with "double-master" quality. From theangle of development, this paper discusses a new viewpoint of carrying out evaluationover a special group in vocational colleges—teachers with "double-master" quality, putsforward the defining criterion and constructs the qualification standard system ofteachers with "doubie-master" quality.
