An Economic Analysis On The Externalities Of Regular Institutions Of Higher Education

On the basis of the scholars'study of the international and domestic,this research directs against the weak link of present research---the externalities of regular institutions of higher education,especially the negative externalities of regular institutions of higher education.the article trys hard to analyze it with mathematical modles in macro-aspects & micro-aspect,pursuing the essential system of the externalities of regular institutions of higher education,searching for the solvency and suggestion terminally.including four parts.The first part is preface. Describing he features of investment & revenue of regular institutions of higher education thoroughly as well, including the total investment of labour & capital,the investment of national finance,campus construction,educator construction,the increasing educational resources etc.educing the conclusion that the scarcity of investment and the large revenue of regular institutions of higher education in labour.The second part describe the current situations of regular institutions of higher education, including the investment of regular institutions of higher education,educatioal time of college students and postgraduate,gross rate of in a school of regular institutions of higher education,quantity of college students,research & development; while describling the features of investment & revenue of regular institutions of higher education thoroughly as well, including the total investment of labour & capital,the investment of national finance,campus construction,educator construction,the increasing educational resources etc.educing the conclusion that the scarcity of investment and the large revenue of regular institutions of higher education in labour.The third part nanlyse the theory of regular institutions of higher education, connecting ideal theory analysis with actual theory analysis and analysing the scarcity of investment and the negative externalities of regular institutions of higher education with welfare theory & education theory .then analysing the large revenue of regular institutions of higher education resulting in the investment in labor with Cobb-Douglas function as actual theory analysis , but the revenue of labour is more than the revenue of capital by far obviously resulting in the difference of investment between labour and capital, which indicaate that the revenue of labor is more than the revenue of capital at the same investment. analyse the deeply reason of the negative externalities of regular institutions of higher education, which focus on the lose of opportunity cost,poverty-stricken about education,waste of educational resources,educational products is not suit for market demand and so on. For instance there have so many difficulties in finding a job for all kinds of graduates. All the situations ascribe to the negative externatlities of regular instutitions of hiher education, having effect on the poverity members of society and wasting the educational resources, burdening the educational resouces that is scarce originally.solving these problems need to study the present position,the continuous & steady development,subsisting & competition,relative equality & efficiency etc of regular institutions of higher education.because of these difficulties,the function of regular institutions of higher education relying on the economy is more than whose function of promoting the economy,showing the negative externalities obviously.The last part is to tell to how to solve the problems that we have studied. Basing on the reason that we have nanlysed, arousing the whole society especially the enterprise and the rich that invest more in higher education in the future, solving the scarcity of educational investment.on the other hand ,giving some specific advice from student education,teacher transition and the suitable scale. At the same time emphasizing the reform in institution arrangement and investment system essentially,keeping better conditions of investment from macro-aspects.
