30 years have passed since the reform and opening up of China. With the establishment and the gradual perfection of the socialist market economic system in our country, the market-oriented resource distribution pattern under the government's macro regulation has gradually replaced the original one which featuring the government administration monopolization under planned economy. China, though still in the transition period, has actually stepped into a revolutionary environment which the socialist system is in an unbalanced situation and various systems evolve, restructure and innovate unceasingly. Thus higher education also faces new challenges. How to distribute the resources effectively has been a major problem faced by the transformation of the governmental role.This study adopts the public goods theory as the academic perspective, takes the economic attribution of the higher education resources as the breakthrough point, discusses the feasibility of the economics analysis of the higher education resources, then introduces the research model of the public goods theory, analyses the quasi-public goods attribute and its Externalities. This can thus provides a firm theory basis for the research in the optimization of resource distribution of the higher education. This research adopts the authentic analytical method which is commonly used in the economics research to analyze the transformation progress of the higher education resources distribution under the background of the economic system reconstruction during these 30 years.Next, this study discusses emphatically about the advantages and disadvantages of the various higher education distribution patterns, in order to find out the optical path of it. However, China is a typical developing country, the market mechanism is still unperfect. Also there still exists a large number of uneducated people, the mission of the construction of socialist modernization is still hard to accomplish.Based on this foundamental realities of the country, it needs the participation and support of the government when using the market to promote the optical distribution of the higher education resources, that is to say it needs a mandatory systematic foundation. Thus we have to insist on the market-oriented mechanism dominated by the government, to strengthen the connection between the government macro regulation and the market adjustment. It can guarantee the effective allocation of the higher education resources by the market mechanism, also will assure the sound development of the higher education by the means of the government's macro regulation , and make up for and rectify the innated deficiency of the market mechanism, so as to realize the constant,stable,harmonized and rapid development of the higher education.
