School's byelaws aim is the important part of the questions of school laws. Its The Value Analysis has not only great theoretical significance but also has instructive significance in many realistic issues of school laws. School internal administrative regulation is not a legal norm, School internal administrative regulation is the extension of education law at school. Form this perspective, this study takes the valve theory on Philosophy and laws Philosophy as the heart, this research analyses school internal administrative regulation using the method of value and the integrated method.School internal administrative regulation should includes kinds of action norm which is found to manage internal members for achieving education target and accomplishing education work by school according laws, policy and reality. School is the main body of formulating School internal administrative regulation; its power is conferred by laws. It has its face of validity. Its content involves different aspects of school teaching and manages activity. Its basis is education laws and other laws documents.
