"build a large contingent of social work talents" Full text(2006)Since then,social work institutions in China have been developing rapidly.In the context of the party's 18 th National Congress on the idea of innovative social governance and the role of multiple entities in participating in social governance,social organizations are playing an increasingly important role as an important member of social organizations.However,with the development of social work organizations,more and more problems have been exposed in the process of providing services to the general public,such as the low quality of service,lack of professionalism,and lack of internal construction of institutions,plus the charity of recent years.The “public welfare inefficiencies” or“public welfare scandals” that appear in the organization have caused frequent social work impacts on the public,and the credibility of social work organizations is not high.Over time,it will certainly hinder the development of social work,thus improving our society.The administrative regulations of working organizations have great practical significance.This article is divided into five parts.The first part is the introduction.First of all,the background of the topic,the significance of the research,the research status at home and abroad,and the research ideas and methods of this paper are described,and provide specific explanations for the following specific research and argumentation.The second part mainly sorts out and defines the concepts and characteristics of social work organizations and the concept and classification of administrative regulations.The definition of basic concepts such as the administrative regulations of social work organizations is the basis of this study.It further analyzes the necessity of administrative regulation of social work institutions,which is both the need to maintain the social welfare and professionalism of social work organizations and the inevitable choice to overcome the voluntary failure of social work organizations.The third part starts with the status quo of the administrative regulation of social work institutions in China,analyzes the problems in the administrative regulation of social work in China,and analyzes the reasons for the lack of administrative regulation in our social work institutions.There is a heavy emphasis on management and control,lightening of the influence of cultivating regulations and backward concepts,lagging behind in administrative regulation of social work organizations,absence of specialized regulatory agencies,and lack of assessment and certification systems for professional services for social work.The fourth part is on ways and policies for the promotion of social work in the UnitedKingdom and the United States through the use of inductive analysis,comparative analysis,etc.,summarizing the development experience of developed countries,and drawing on the relevant legislative experience and supervision of the administrative regulations of foreign social institutions.The basis of the system has drawn useful inspiration for the development of social work in China.In the fifth part,on the basis of absorbing and drawing lessons from the useful experience of developed countries in the development of social work,we propose specific measures and suggestions for improving the administrative regulations of our country's social work agencies.Through the above studies: The Chinese government urgently needs to change the role and orientation of the government,and at the same time strengthen and improve the legal protection of social work,and accelerate the formulation of basic laws for social work organizations;in terms of access regulations,China urgently needs to relax the strict control over social worker organizations and reduce the risk.Beginning with the strengthening of process supervision;in terms of operational regulation,restrict the personal interests of social work organizations,appropriately relax the regulations of business activities,and further improve the legal system for fundraising;in terms of supervision and regulation,we should strengthen the social supervision mechanism and self-regulation.At the same time,establish a professional qualification certification and related supporting service system.This article analyzes the access regulation,operation regulation and supervision mechanism of social work organizations from the perspective of administrative management in the context of innovative social governance.This enables us to have a clearer understanding of the administrative regulations of social work organizations and further improve our social work.The relevant legislation and administrative regulations of the organization promote the development of social work institutions and comprehensively promote the social reform process in China.
