Study On The Administrative Ethics Anomie And Regulation Of China Higher Education

Since Reform and Opening-up, along with the China’s economic system transformation, which cause great changes in many aspects of our society. Social and economic transformation brings shock and also serious impact in all levels of higher education. An important subject about current administration of higher education is how to improve the administration of higher education in order to make the whole area of each sector of higher education administration and each person with the goal of higher education to form an orderly organic and efficient operation of the unity.In this study, starts from the basic theory of administrative ethics and higher education administrative ethics. Arrange the relationship between external administrative department s of higher education in order to provide advice for China’s higher education administrative system reforming. Although the ethics in higher education administration has been given a corresponding emphasis,but the influence of various factors such as social economy, traditional culture, education system that make the development of higher education administration ethics theory slow. The administration accountability system is lack of effective oversight mechanisms which makes some higher education external administrative person and the internal administrative person in the administrative management process does not insist on faith and democratic ethics. On the basic contents of the administrative ethics of higher education and focuses on the principals of higher education in the internal administration of the ethics, through the case of vice president of Wuhan University due to ethics anomie cause of corruption and penetrate deeply discussion what ethics university presidents must have to own to summarize the experiences and lessons can learn.This paper tries to the with the help of knowledge by administrative ethics,from the perspective of public management.It starts from our higher education about internal administration and external administrative regulation to discuss the improvement of higher education external administrative ethics and the ethics of the internal administration of universities, which is helpful to improve administrative management and leadership,thus promote the reform of the administrative system of higher education and carry forward the development of the high education.
