Internal administrative system of universities is necessary to the universities development and to the adaptation of higher education to socialist market economy. The results of internal administrative system have direct relationship with the development of universities.80's from the beginning of the 20th century,China's universities to carry out a series of great significance to the internal administrative system reform,including the personnel system, distribution system,labor system, logistics system,etc.,although there have been some successes,but universities that exist in the internal administrative system The problem has been to hinder the further development of universities,this is the course of the development of higher education issues can not be avoided.Firstly,this paper starts from the theoretical tools which seek to analyze the issue. Through the comparison between the tradition administration theory and the new public management theory,the paper suggests that the core value of new Public management theory to pursue excellent performance of the Public service accords with the requirements of the maximization of management effete of Internal administrative system of universities. Therefore,the Paper made further analysis on the applicability of the new public management theory in china internal administrative system of universities from the aspects of its premise and hypothesis,concerned targets,and core objectives.Secondly , the Paper reviewed and analyzed the history and status of the management of China internal administrative system of universities discussed the common problems existing in the internal administrative system of universities,worked out its conclusions. In the Practice of Internal administrative system of universities,its central objective accords with the core requirements of the new Public management theory. However in selection of the approach of realizing the requirements,the universities follows the tradition administrative concept. The contrary between the core requirement and realizing approach explained the dilemma which has long been existed in the internal administrative system of universities.Finally by using the Public management model advocated by the new Public management for reference,and combining the real Practice in China,the Paper advanced some Policy Proposals to cope with the Problems existing in Internal administrative system of universities.
