Since April 1st, 2004, all the national universities in Japan have started to carry out reforms to become independent administrative corporations, which ended up the history of Japanese "stated-run" national universities that has been existed for more than one hundred years. This article analyzed many topics involved in this education reform, such as the reform background and drive, its main objective and measures, the fundamental process and resistance that accompanied, the changes that happened to the internal management system of the universities, etc. Further more, the article also discussed about the regularity and particularity of the Japanese education reform, and its enlightenments on the reforms of China's higher education management system. For example, the legalized procedures of the decision-making system in universities, more freedom operations, better management structures and functions, and the establishment and security of reform ideas, etc.
