Research On National University Corporation Evaluation In Japan

In 2004,Japan promulgated the "National University Corporation Law" to carry out the reform of the national university corporation,transforming the national university from a government agency into a legal person with self-responsibility.After the reform of legal person,Japan has established a system framework for government management education,third-party institutions to evaluate the quality of university education,and self-sponsored education of various national universities.Along with the reform process of the national university's corporate reform,the national university's corporate evaluation has become a link between the government and universities,in order to achieve effective government governance,standardized school education and professional social evaluation among the three benign interactions.The National University Corporation Evaluation is a comprehensive evaluation by the National University Corporation Evaluation Committee of the achievements of the national universities' mid-term goals,mid-term plans,and annual plans for educational research activities and management.The “double first-class” construction universities in China and the National University of Japan have strong similarities in terms of university nature,main funding sources,construction cycle and construction goals,and social expectations.Studying the evaluation structure,evaluation process,evaluation indicators,etc.of the juridical person evaluation of the National University of Japan can provide inspiration and reference for improving the evaluation of "double firstclass" construction in China.Based on this,this study selects the second national university corporate evaluation with the most recent evaluation time and the most complete evaluation process as the representative.According to the "Summary of the National University Corporate Evaluation Committee","Summary of the Independent Administrative Corporation Reform Support and Degree-granting Institutions"," Implementation Points for National University Corporation Performance Evaluation during the Second Mid-term Target Period,"Key Points for Compiling Performance Reports of National University Corporation During the Second Mid-Term Target Period," "Implementation Points for National University Legal Person Education Research Evaluation during the Second Mid-Term Target Period," During the second phase of the mid-term target period,the National University Corporation Education Research Evaluation Manual and other policy texts combed the evaluation structure and evaluation process of the Japan National University Corporation Evaluation,summarized the characteristics and development trends of the Japan National University Corporation Evaluation,and clarified China's "double first-class" On the basis of the construction dilemma and demand,the enlightenment and suggestions of China's "double first-class" construction evaluation are proposed.This thesis is mainly composed of six parts.The first chapter is an introduction,including research origin,concept definition,literature review,writing ideas and research methods.The second chapter is the background of the implementation of the corporate evaluation of the National University of Japan,that is,from the background of the third reform period of Japanese higher education,it analyzes the institutional changes of the Japanese National University after the corporate reform and the development process of the national university corporate evaluation.The third chapter is the evaluation structure of Japanese national university corporate evaluation,focusing on Japan's self-evaluation of national university corporates,university reform support and degree-granting institutions to carry out educational research evaluation,and the Ministry of Education,Culture,Sports,Science and Technology to carry out university performance evaluation structure.The fourth chapter is the evaluation procedure of the Japanese national university corporate evaluation.According to its evaluation process,the national university corporate self-evaluation,the national university corporate performance evaluation,and the national university corporate education research evaluation are systematically sorted out,and the evaluation process and evaluation index system are restored.The fifth chapter is the characteristics of the evaluation of Japanese national university corporations.This study points out that it has realized the contractual management of Japanese national university corporations by the Japanese government,promoted the improvement of the quality of university education,and based on the evaluation of the status of each college and graduate school.The educational research evaluation carried out by third-party evaluation institutions is the core,and qualitative evaluation is integrated into the quantitative evaluation index system.Chapter 6 is the inspiration of the evaluation of Japanese national university corporations to improve the evaluation system of China's "double first-class" construction.Based on the analysis of the similarity between Chinese and Japanese university evaluations,this study proposes to implement the status of university legal entities according to law and promote the university's self-sponsorship towards society.Support social forces to participate in university evaluation,improve the third-party evaluation system,use first-class subject evaluation as the basis for first-class university evaluation,improve the "double first-class" evaluation process,clarify university evaluation guidance,establish a "double first-class" construction evaluation index system,and make full use of the "double "First-class" evaluation results and suggestions for achieving a steady improvement in the quality of university education.
