There are 783 universities in Japan currently.Only 86 of them are national universities,and they account for about 11 percent of the total number.While it is the 86 national universities that cultivated nearly 7000 doctors and almost all the academic staffs.Thus it can be seen that Japan's comprehensive national strength is closely related with the development of national universities.However,national universities came to financial crisis because of Japanese economic recession since the 90th of last century.In order to assure the quality of research in higher education and cement Japan's dominant status in global science and technology competition,the reform policies of National University Corporation(NUC)had been officially launched in 2004.Ministry of Education,Culture,Sports,Science and Technology regulates six year as an evaluation period and they will give the annual and medium evaluations according to the target reached situations of the national universities corporations.The first mid-term evaluation was finished in 2009 and the second annual evaluation has began now.What is NUCE and its effect?Based on the awareness of the two problems,this paper analyzed the plan,implementation,evaluation and feedback of NUCE according to the PDCA system.The results of the study shows that NUCE's effect is obvious and recognized.In addition,it is smooth implementation of PDCA process design.NUCE's plan is justice and practical,implementation is comprehensive and rational,evaluation results is pertinence and efficacious,feedback effect is permanent and long-term.PDCA improved the teaching and research quality of NUCE,and fulfill the obligations to the public accountability,moreover it is help the government to allocate resources efficiently.This paper provides experience and reference for the development and perfection of university evaluation in China.
