Research On Power Allocation In Internal Governance Of Japan National University After The Corporation Reform

University internal power allocation determines the university internal governance.Although China’s institutions of higher learning directly under the Ministry of Education(all of the following are referred to as "Ministry Universities")in the higher education law of the People’s Republic of China under the authorization of have the legal person status,but in the practice of the Ministry Universities internal governance system of corporate governance is not perfect.Even though some universities in China have carried out the reform of university governance mode,the power allocation mode in universities still has not got rid of the bureaucratic system.Internal power of affiliated colleges and universities in our country by political power,the supervisory power,administrative power and academic power and democratic participation,scoping vague political power and administrative power,administrative power generalization,academic power weakened gradually,the school is too centralized power,decentralization of power is small,independent college level management power is weak,the supervision mechanism is not yet perfect.Therefore,it is necessary to improve the power allocation in the internal governance of ministries and universities in China.Since the corporate reform of the Japanese National University,the power allocation in the internal governance of the university is relatively scientific,the governance level has been greatly improved,and efficiency and fairness have been taken into account.The power allocation has a certain reference value and is worthy of in-depth and systematic research and analysis.This paper mainly uses literature analysis,historical analysis,comparative analysis and text analysis to sort out the history of the internal power allocation of national universities in Japan since the Meiji Restoration,and makes a detailed analysis of the power allocation mode,power composition and power relations in the current internal governance of national universities in Japan.And summed up the characteristics of power allocation,power allocation difficulties and effects.Taking the advantages of the power allocation of national universities in Japan and avoiding their disadvantages,this paper puts forward some pertinent suggestions to perfect the power allocation of the universities affiliated to the ministry in China.Our country should continue to improve the relevant laws and regulations and university statutes,strictly define the connotation and boundary of each power according to law,promote the rationalization of power allocation,scientifically construct the power system of decentralized management at the university and college levels,clarify the authority and responsibility of the university and college levels,establish the concept of multiple stakeholders to participate in the governance of colleges and universities,and put it into practice,and strengthen the checks and balances and supervision between different powers.
