Since"Basic Education Curriculum Reform Outline (Pilot)"issued by the Ministry of Education in June, 2001, the basic education curriculum reform has become a focus of a great number of educators."Standard for P.E and Health Course"attracts attention from the field of physical education, many experts and scholars have conducted a sustained and extensive study on the objective, content and the implementation of the new course. Currently, the physical education and health curriculum standard has been implemented for six years. In order to understand the process of implementation, the author conducts a survey on the physical education teachers of middle school in Lianyungang, to research into the teaching of physical education and health courses, to analyze the factors that affect the implementation of the physical education and health curriculum standard, which is based on the domestic and foreign educational materials and the literature method questionnaire survey and statistics are adopted in this thesis.The research results show that:1. There are many difficulties in the implementation of the physical education and health curriculum, the biggest difficulty is the lack of effective curriculum instruction and training system. The training of the physical education and health curriculum in Lianyungang middle school is not satisfactory. Although most physical education teachers have participated in a certain form of training, the training time is short, the training form is simple and the instructive role of the training is not well.2. The secondary factor to affect the implementation of the physical education and health curriculum is the restraint of the teaching conditions. The physical education facilities in Lianyungang middle school are in need; the configuration of some sports facilities can not meet the demand of the new curriculum teaching and training; the sense of developing the physical education teacher is weak. All these restraints may seriously affect the implementation of the physical education and health curriculum.3. The structure of the physical education teacher arrangement in Lianyungang middle School is rational, the educational level of the teachers confirms to the teaching demand, however, the overall research level is not high, the sense of scientific research is weak and all these factors will restrain further development of the new physical education curriculum reform.
