Analysis Of The Benefit And Harm On Population And Factors Of Production Tending To The Coast In Our Country And Study On The Control Measure

Population and factors of production are not unevenly distributed,there is imbalance in economy development between different areas. Advanced areas in the world are almost distributed upon pacific and atlantic,also upon coast or river regions. More and more productions such as population, labour force, capital are congregated there. The character of tending to the coast is more and more standing out. In our country, there is any phenomenon or not in the following: there is a character of production tending to the coast areas, what effects can be made once that is true, that all kind of productions tending to the coast will strengthen, and how the country should adjust and control at the national level. These problems spoken of earlier are of realistic and guiding significance. Some production theories relating to geography, international trade, regional economics and international economics are as a foundation in the paper. And the data about 50 years since founding of PRC is used with many method such as GIS, time series, index number. Basing on that above, some effects caused by population and factors of production tending to the coast, actuating force and control measures are discussed and analyzed. Some conclusions are made: from 1952 to 2004, population, factors of production such as labour force, capital and technology are tending to the coast in different degree, and in the near future, the trend will strengthen; Some benefit are come up, such as the economy of the east grows faster; four city agglomeration come into being in the east, the specialization of industry is strengthened, the municipal infrastructure is improved, ocean economics is midwifery. But and at the same time, some harm are also brought here ,such as economic gap is enlarged between east and west, immovable production become scarce ,industrial structure is convergenced, environment pollution of land and sea become worse. Actuating force includes natural environment, socioeconomic base, incline of national policy and system disparity, idea disparity, growth pole and industry cluster`s effect, and income disparity of production caused by all the factors acting together. Based on the benefit and harm of production tending to the coast, according to the principle of benefit maximum and harm minimum, the control measures of population and factors of production tending to the coast in our country are come up with.
