The most important characteristic for modern education is the standardization and its dependence on law. It is a trend that the management of schools should rest on regulations with the development of modern education .It is also an experience which has been proven in many countries around the world. The school education is standardized in the form of the law influenced by the multiplication in modern education, which makes school education govern legally. It is an inevitable choice for schools to enhance competition and advance to modern education. Managing our country according to the law requires that our schools should also work in this way. The key to realize it is to put stress on the formulation and execution of the regulations. As the basic law, the school regulation can adjust comprehensively the concrete teaching behavior, and finally makes school administration scientific, democratic and legal.The school bases regulations on the law. The modern educational system is school's self-management and self development in the condition of the system of principal responsibility. It can unify staff's wills effectively and coordinate various interests fairly. This system satisfies the need for bettering operational mechanism. Under it the rights of managing and supervising for staff can be safeguarded. The formulation of regulations is an essentiality to make schools and other educational institutions function successfully.In this article finding materials concerned and questionnaires are used to study the formulations and execution of regulations in elementary and middle schools. Theoretically this article mainly covers the present study situation in school regulations at home and abroad and its concept, characteristic, significance, principle and procedure ect. Practically the executive situation is researched. Problems and their causes are found and then solutions are given. The importance of this article in practice is to speed the construction of the school regulations in elementary and middle schools in the city of Huhhot, so that the system of managing schools according to law will take shape as quickly as possible. The function of the regulations are going to be emphasized on the basis of theory and practice. Then our schools will develop healthily and harmoniously.
