Subject which is the basic unit organization in the university can make the three chief functions realize: the talented person cultivation,the scientific research and the social service. Presently, in the process which develops to the integrated direction in the national universities, higher agricultural colleges also develop to the integrated direction separately from the four kinds of different types which are the homogeneity union, the heterogeny union, the homogeneity cross line of union, the independent development. The essential of the integrated direction is the realization of the integrated subjects. After the achievement of adjusting the macrostructure, the higher agricultural colleges must strengthen the internal subject construction and promote the subject level development as their principal task in our country. Therefore, the subject question becomes chief question in the higher agricultural colleges.The core ability theory is the instructional theory that the organization participates in the globalization and realizes the internal development in knowledge economy time, and its instructional significance already has been proved by many international successes enterprises. Owing to the same competitive background between subject and enterprise, an audaciously supposition has been formed: using the enterprise's core ability theory and its practical experience guides the higher agricultural colleges' subject construction.Therefore, the principal question of this paper is the establishment higher agricultural colleges' subject core ability theory and the discussion about the effective approach of cultivating and developing it in higher agricultural colleges. The paper setting out from the enterprise's core ability theory,combating the essence of higher agricultural colleges,studying the concept of subject core ability theory and analyzing the feature and function of subject core ability theory in order to help higher agricultural colleges to build up the subject core ability theory. In this foundation, we carry on the recognition and the localization to the higher agricultural colleges subject core ability, accompanied with the condition of subject core ability construction and its development tendency, and discuses how to cultivate and develop subject core ability in the higher agricultural colleges. So, the paper puts forward a series of measures, such as: strengthen the evolution programming,recognize subject human resources,attract the innovative subjects. These can form the subject core ability stage by stage and promote the development of the higher agricultural colleges which is durative and comprehensive.
