Agriculture is esstential to the Party and the overall situation of China. Agriculturaleducation is an important measure to be taken in solving the problems of agriculture.Especailly under the condition of the continous decreasing of per resources, whether theagricultural universities and colleges can contribute to the development of rural economyand agriculture or not is crucial to the issue of promoting agriculture by science andeducation. The keypoint to realize the objectives of building a well-off society in anall-round way which was put forward in the Sixteenth National Congress is whether thelargest farming population can attain a comfortable standard of living or not. Thedevelopment of agriculture can not be without the support of science and technology, theexpansion and utilization of science and technology can not be without human resources,the training of human resources can not be without education. Therefore, developing higheragricultural education is not only of far-reaching theoretical significance, but also ofindispensable political significance.With the aid of theories in pedagogics, psychology, sciology and philosophy,this thesisconducts an investigation and also a theoretical study on strategy of developing higheragricultural education under the new situations, through the literature research methodology,historical studies methodology and comparative analysis methodology. Chapter One mainlydeals with the basis of emergence and development of China's higher agriculturaleducation,several important periods of higher agricultural education since the foundation ofNew China. The existing problems and situations to be faced of China's higher agriculturaleducation are analyzed in Chapter Two. Adopting the empirical approach, absorbing theresearch results of other scholars and drawing on the experiences of developing higheragricultural education of foreign countries, Chapter Three covers the following aspects: 1)Building the awareness of the development of higher agricultural education. 2) upgradingthe innovation ability in agriculture and social services ability. 3) increasing more inputs inhigher agricultural education. 4) making further improvements on the quality of the supplyof students. 5) expanding the avenues of employment. 6) Building up the ranks of teachers.7) perfecting the safeguard system of laws and regulations. 8) improving the quality ofeducation and teaching. 9) increasing the exchanges with foreign countries. With theprocess of development of Hunan Agriculture University as an examplification, theresearch is a multi-dimensional analysis on strategy of developing China's higheragricultural education, made from macro perspective to micro perspective. The researchwill definitely improve the situation of China's higher agricultural education, ensure itshealthy, sustainable development, and contribute to our socialist modernization, especiallyto the promotion of agriculture and the developmentof rural economy.
