The fifth plenary session of the 16th CPC(Communist Party of China)congress take independent innovation as a national stratiogy: China will become an innovation-oriented country in 2020, by then the development of S&T has become a strong support for economic and social development. Korea is a typical example of an innovation-oriented country with integrating the development of rapid economy, S&T and human resource development. Korea has become a newly industrialized country from a self-sufficient agricultural economy in the past 30 years. History and reality both demonstrate that technological progress and innovation capability have become crucial factors of economic development for every country, in this historical background, that studying Korea's successful experience and related concepts is useful and meaningful for china to promote economic growth relying on S&T and education. China should learn from Korea's success: to achieve economic development by the rapid development of S&T and human resource development; To adjust the priorities and stratiogies of the S&T development by tackling social and economic development, to reform education to meet the realities and the times; The government should take appropriate intervention to the national innovation system to form benign interaction of the S&T and human resource development.This paper outlines the reasons for Korea's economic growth by the domestic and foreign scholars, and analyzes the controversy of East Asian economic miracle including Korea. Therefore, basing on the distributive analysis theory of economic growth the paper establishes Korea's economic growth model in support of the relevant data and analyzes the contribution ratio of various factors to economic growth. This paper introduces the qualitative analysis and quantitative analysis to study the factors of S&T and education which the contribution ratio to Korea's economic growth achieves 50%.In the qualitativeanalysis, Korea's S&T development can be divided into pre-industry stage(before1962),learning advanced technology and imitation stage(1960s-1970s), inherence stage of adapting actively and promoting the development of advanced technology(1980s), independent innovation stage(1990s as yet);Then the paper summarizes the technological progress of korea's typical industry and reasons for the increase of the employment ratio of higher education institution. This paper analyzes quantitatively the R&D of Korea's national innovation system, and reasons for the increase of average schooling years; Sum up the features of Korea's national innovation system. Finally, this paper brings forward some enlightenment to the development of China's independent innovation, education progress, salving the employment problem of university man learning from Korea.
