Sub-regulations, opposite to the standard social regulations, refer to the regulations which sway outside the standard social regulations and dominate people's behaviors visibly or invisibly. The thesis deals with the sub-regulations from three aspects of nature, objects, and some phenomena. It divides the sub-regulations into several types, namely the sub-regulation violating social common regulations and established customs, the sub-regulation with reasonable meaning, the sub-regulation complementary to institutions, the sub-regulation embodying weakness in human nature, the sub-regulation evolving into standard regulations, and the sub-regulation which can not be socialized. It analyzes some phenomena relating to the sub-regulations in the process of the social development in contemporary China from the fields of administration, business, education and recreation, and puts forward the viewpoint of dealing with different problems through different methods with reference to some sub-regulation phenomena. Based on the above analysis, it points out that the sub-regulations bear the characteristics of universality, privacy within their boundaries, and non-standardization in their criteria. Based on the understanding that complex factors contribute to the formation of sub-regulations, the thesis attempts to discuss the reasons which lead to the formation of the sub-regulations from culture, institution, and human nature, and bring forward the standpoint that the formation of sub-regulations is the result of interaction among cultural traditions, institutional defects, and evils in human nature. In order to solve the problems of sub-regulations, the present thesis advocates that establishing a proper evaluation system of sub-regulations is a priority, then gradually limiting the existing fields of sub-regulations, especially governmental field, through the perfection of standard regulations and the consolidation of moral construction, and finally putting forward solutions to the problems of dilemma of social communication in contemporary China through the interaction between personal externalization and personal internalization.
