With the enactment of the full-time compulsory education "mathematicscurriculum standards","problem solving" as one of the four major objectives inmathematics teaching, problem-solving ability and stage of compulsoryeducation students need to achieve specific requirements. Famous Americanmathematician Hal Moss (P R Halmos) said:"The problem is in the heart ofmathematics." Therefore, problems and problem-solving is a very important partof mathematics., The problem is the starting point for students to exploreknowledge in the elementary school mathematics learning."Mathematicsteaching for students to become better thinkers and problem solver, thereforedeveloping students’ problem-solving ability is the focus on the content ofschool education; it will also become an important goal of elementary schoolmathematics learning.Problem solving is one of the important subjects of the internationalmathematics education reform and research. PISA (Programme for Internationalthe Student Assessment, PISA) in2003, the addition of students’problem-solving ability of test items to assess the level of students to solve reallife problems. This study is the connotation PISA2003the problem solving ability andproblem-solving ability of the test questions prepared specifically for elementarystudents, through the preparation of the test questions, statistical and analyticaland test data, the real understanding of pupils problem-solving capacity of thestatus quo level. The author selected a sample of fourth and fifth grade studentsof two primary schools, carried out test measurements as well as formal testing,the students investigated a number of related information, discussion andanalysis of related factors.The study analysis revealed that:First, according to the PISA framework for the preparation of elementaryschool mathematics problem-solving ability of the test questions is feasible. Testquestions to the form of a theme scene unit and the test questions from thestudents’ life experience or experience.Second, the level of students’ problem-solving ability is general. In thisstudy, two primary schools were tested respectively. Subject performance forsystems analysis and design class, the students better for troubleshooting classtopic of poor performance. Compared boys and girls, there is no significantdifferences, there are differences in school and grade.Third, By education degree and the mother of the students’ mathematicscollection of family problem solving ability have influenced The study found that the impact of mothers’ educational level of students’ problems solving skillshave a great relationship. the higher of the mother’ degree, the better of thestudents’ problem-solving ability, and no significant correlation with the degreeof his father’s. The more family collection of books, the better of the students’ability to solve problems, Homework time with the student’s problem solvingability was not significant.
