Teacher's professional development has become a central issue in the field of education. School-based training,a way of promoting teacher's development, relying on its unique superiority,is popular with vast numbers of educators gradually. In the paper,action learning popular in all kinds of organization training in recent years is applied to school-based training,which provide some practical reference for teacher's on-the-job development. From the research of related literature, the application study of action learning primarily is in its attempt stage in the field of teacher's professional development. This paper's research angle is that teacher's on-the-job development and the formation of learning organization are paid close attention to,making use of the favourable factors of action learning from operating aspect.The paper mainly centers on the following problem:What is action learning?what is the value of action learning?Why is action learning suitable for school-based training ?And how is action learning applicable to school-based training?There are four parts of the main boby of the paper(chapter 2 to 5). The first part aims at probing the theory of action learning itself,including action learning's'emergence and development','nature and feature','dynamic process','key elements','results'and so on, which can master the essence and functioning mechanism of action learning.The second part focuses on the value of action learning,which stresses the value and advantages of action learning from three different angles:the relation of action learning and experiential learning,the relation of action learning and cooperative learning,the relation of action learning and action research.The third part tries to reply why action learning can be applied to school-based training. And finally,the fourth part explores the school-based training based on action learning from three aspects:the basic model and it's changed-style, the operating process and the basic conditions.
