With our entry into WTO and the fleet development of world economic trade, our country exchanges and cooperates with all the other countries more and more frequently in a lot of fields, people good at external exchange and cooperation are attracting at more and more eyes. We not only need to foster the college students having the ability of specialty English accomplishment and specialty English exchange by learning, afterwards, to improve college students synthetic quality and specialty English application ability, to carry out bilingual course and education has captured the eyes and attention of current higher education field.Bilingual education in China generally means that the universities attempt to use the foreign language to carry on the discipline teaching to achieve the goal of trained bilingual talented person. It takes foreign language application as goal, unifies language form and discipline content, makes the college students knowledge, the ability and the quality develop coordinately, impels our country higher education catch up with international level as soon as possible. At present, bilingual education in China is just beginning to be put into practice, so in this process, there exsits a series of problems, such as, shortage of bilingual environments, inadequacy of bilingual teachers, improper choice of bilingual materials and inappropriate establishment of bilingual courses, which make our country universities bilingual education develop slowly and can not achieve the desired results. This urgently needs us take one new science theory as the instruction, constructs a set of scientific suitable bilingual education strategy that may be operated in our national condition.Constructivism is the newest study theory in west educational psychology theory which tallies with the education for all-around development. It explained well how study has happened, how to construct the significance, how the concept forms, as well as which primary factors should contain in the ideal learning environment and so on. Under the instruction of constructivism principle thought, it has already formed a set of new effective cognition study theory.This article applies theory to reality with the scientific attitude, starts from constructivism study theory angle of view, then it goes deep into nature and allocation of bilingual education. It takes current situation in our country as point of penetration, starting from construction doctrine study theory and taking it as basis. After analyzing the cause of the existing problems, we put forward the tactics of university bilingual education, that is, scaffolding instruction, situated or anchored instruction and random access instruction. It is expected that the three strategies can promote our country bilingual education develop further.
